Franklin school district moves to limit hours of substitute teachers due to health care law

FRANKLIN — With the Affordable Care Act about to launch nationwide, its mandates are bringing about issues for public school systems among substitute teachers.

In the Franklin Special School District, Director of Schools David Snowden says they are trying to be proactive with their interpretation of the laws, and will begin Oct. 1 limiting substitute teachers to working four days a week to avoid paying for healthcare.

Substitute teachers have always been considered a contract worker in the district. They have never received health benefits because of their part-time status.

But under President Barack Obama’s new healthcare plan, if any worker averages 30 hours a week, the district must provide benefits, which would most certainly change the financial bottom line for all districts, and not just the FSSD.
